National Dialogue Handbook. A Guide for Practitioners

Grounded in a series of contemporary case studies, this Handbook aims to contribute to the nascent debate about National Dialogue, bringing together insights and expertise from diverse regions. In doing so,it seeks to present systematic reflections and offer practical advice. The Handbook thus supports conflict stake-holders and practitioners (both local and international) to grapple with the challenges they face and to pursue the most appropriate design for their particular context. Moving beyond simplistic approaches, the Handbook also seeks to provide an overview of National Dialogue processes, drawing from the expertise and practices of scholars and practitioners.

Dealing with the Past. Supporting people-centred “working-through” the legacies of violence

Policy Brief No. 6

This policy brief hones in on the specific ways in which a people-centred approach to dealing with the past can be built from the ground up,complementing the previous Berghof Policy Brief no. 5. It works through the commonalities and differences between transitional justice, reconciliation and dealing with the past; and puts emphasis on the dual roles of the victims and their potential in either escalating or de-escalating violent approaches to conflict.

Hitting the target but missing the point?

Assessing donor support for inclusive and legitimate politics in fragile societies

The International Dialogue on Peacebuilding and Statebuilding’s ‘New Deal for engagement in Fragile States’ (“New Deal”) of late 2011 promised an end to ‘business as usual’ with regard to development efforts in fragile environments. This report takes stock of the question of how bilateral and multilateral donors have conceptualized and implemented their commitment to promote ‘legitim ate and inclusive political settlements and conflict resolution’ (PSG1). On the basis of empirical evidence acquired through case studies in Afghanistan, Somalia, South Sudan and Timor-Leste, the report finds that, at best, donors work with an incomplete and inadequate understanding of the typically fragmented and highly contested politics of fragile societies beyond the formal representatives of their governments and administrations.

“Undeclared Wars”– Exploring a Peacebuilding Approach to Armed Social Violence

Handbook Dialogue Series No. 12 - complete

In some countries, more civilians are being killed by armed gangs and criminal organisations than in traditional combat. Still, these pockets of armed social violence – "undeclared wars" marked, among other things, by criminal, gang and/or urban violence as well as extremist violence – have long received much less attention than politically motivated forms of armed conflicts. As their effects — social-political destabilisation, in some cases coinciding with high numbers of victims — are becoming more pressing, national and international actors have begun addressing the phenomenon.

In this 12th Berghof Handbook Dialogue, the authors of the lead article, Bernardo Arévalo de León and Ana Glenda Tager, argue that the inclusive and participatory methodologies offered by peacebuilding provide an operational strategy that would allow the international community to engage successfully with issues of armed social violence.Five sets of respondents explore the actors, factors and dynamics of violence in different settings (among them Colombia, the UK, Nigeria, Mexico, Myanmar and Guinea-Bissau). They debate issues as diverse as the inter-connectedness of political, social and private violence, the need to work closely with government agencies, civil society and agents of violence, as well as the merits of specific participatory methodologies. They discuss what peacebuilding and other initiatives have achieved, and where they have fallen short. The Dialoge is rounded out by an introduction by the editors and a "response to the respondents by the lead authors".

Krieg und Flucht im Unterricht

Educational & Multimedia

Interdependency and Interference: The Wayuu’s Normative System and State-based Conflict Resolution in Colombia

Colombia Case Study Report

This report is part of a wider comparative research project on “Peaceful Coexistence? ‘Traditional’ and ‘Non-traditional’ Conflict Resolution Mechanisms” to analyze the patterns of coexistence between ‘traditional’ (indigenous, local, community-based) and ‘non-traditional’ (imported, liberal, state-based, Western) approaches to conflict resolution. It addresses findings on the coexistence between the indigenous system of conflict resolution of Colombia’s most populous indigenous community, the Wayuu, and state-based intervention to solve conflicts over land within La Guajira department.

Infrastructures for Peace: Approaches and Lessons Learned

UNDP website >

This paper provides key insights on the concept, design and tailoring of I4P processes to national contexts. It also looks at the experiences of five different countries where efforts were made to nurture such peace structures - South Africa, Ghana, Tunisia, Nepal and Thailand (Deep South), and provides comparative insight from the design and implementation of particular components of I4P, in particular national dialogues, local peace committees and insider mediation. Finally, it elaborates on recommendations to improve the role UNDP can play in promoting and supporting I4P- both in conceptual terms and in practice. It was published in cooperation with the United Nations Development Programme (UNDP) and the Swiss Agency for Development Cooperation (SDC).

The Political Transformation of Armed and Banned Groups: Lessons Learned and Implications for International Support

UNDP website >

The paper provides key insight on the factors that might explain why some armed groups undergo effective transformations from engaging in war and violence to participating in peaceful political processes, while others fail to implement or consolidate their political project. Highlighting the critical role played by the UN system in these contexts, in particular peacekeeping and political missions, it argues that development actors operating globally, such as UNDP, are also well placed to bring a broad range of expertise and instruments when supporting these transformative processes. However, it underscores that enhancing inter-agency collaboration between UNDP and actors directly involved in political processes will be essential in supporting this work, citing the Joint UNDP-DPA Programme on Building National Capacities for Conflict Prevention as a particularly effective mechanism in this regard.

BASELINE STUDY: Tradition- & Faith-Oriented Insider Mediators (TFIMs) in Conflict Transformation Potential, Constraints, & Opportunities for Collaborative Support

Synopsis

On the basis of empirical knowledge acquired through case studies in Myanmar (Burma), Southern Thailand, Lebanon, Colombia, Kenya and Mali, this study conceptualises and contextualises a specific set of religious and traditional peacemakers as tradition- & faith-oriented insider mediators (TFIMs). In considering their peace mediation roles, potential and the constraints under which they work, it also reflects on the opportunities for collaborative support linking various actors within conflict contexts.

Tunisia’s 2013 National Dialogue: Political Crisis Management

National Dialogue Handbook. Case Studies

This publication is one of seven case studies; others include Guatemala, Lebanon, Libya, Mali, Nepal, and Sudan. The case studies provide recommendations for on-going processes in the specific country and inform the Handbook’s findings. The overall aim of the project is to improve National Dialogues and enhance the capacities and contributions of conflict parties, local stakeholders and external actors towards their successful implementation.

National Dialogue Handbook. A guide for practitioners. Executive Summary

Executive Summary

Grounded in a series of contemporary case studies, this Handbook aims to contribute to the nascent de-bate about National Dialogue, bringing together in-sights and expertise from diverse regions. The pur-pose of the Handbook is twofold: (1) to offer an ana-lytical framework of National Dialogues and (2) to serve as a practical tool for those engaged in the im-plementation of these processes. It also addresses the role of external actors and how they can best support National Dialogue processes, but it is focused primari-ly on those who are in the driver’s seat when it comes to decisions on the design, conduct and implementa-tion of National Dialogue processes.

Sudan's National Dialogue Conference: The Permissible Questions

National Dialogue Handbook. Case Studies

This case study is elaborating on the details of the new National Dialogue process in Sudan, exploring its prospects & trying to see how it differs from the previous attempts & what the lessons it will draw from them, and to see if it is capable to avoid the junctions of failure connected with those previous dialogue processes.

Dilemmas of ownership, inclusivity, legitimacy and power: towards transformative National Dialogue...

National Dialogue Handbook. Conceptual Studies

This paper takes a broad look at some of the decisive qualities needed to underpin more transformative national dialogue processes. It focuses on ownership, inclusion, legitimacy and shifting power dynamics among the key parties and the groups that comprise the society. Each of these qualities is explored conceptually and empirically. Drawing on multiple case studies, learning points are drawn out with the aim of sensitising practitioners to the importance of these qualities so they can cultivate them through strategies and practices in supporting national dialogue.

National Dialogues and Development

National Dialogue Handbook. Conceptual Studies

The article considers the potential for National Dialogues to create substantial development outcomes that go beyond immediate political and security settlements. Using insights from various National Dialogue processes, the conditions, dynamics and potential barriers to these outcomes are explored. The article also describes entry points and strategies for external development actors to contribute to the attainment of substantial development outcomes in transition processes that include National Dialogues.

The Lebanese National Dialogue: Past and present experience of consensus-building

National Dialogue Handbook. Case Studies

This paper looks at the National Dialogue experience of Lebanon. National Dialogues have been part of the country’s political and social fabric. They have served as an important consensus-building mechanism for core political actors to address issues of common national concern. The paper provides a snapshot of the history of National Dialogues in Lebanon during the civil war and onwards, followed by an assessment of aspects of the National Dialogue from 2008-2014, addressing its composition, themes, outcomes, support mechanisms, and consensus-building principles. It concludes with a more general reflection about challenges and dilemmas of the Lebanese National Dialogue.

National Dialogues and Constitution Making

National Dialogue Handbook. Conceptional Studies

National Dialogues and constitution-making processes are increasingly part of political settlements. This paper focuses on the relationship between dialogues and constitution-making processes but also explores the relationship between dialogues and state institutions (such as the legislature, executive and judiciary) and state processes (elections). Both National Dialogues and constitution-making processes occur in a wide variety of circumstances and take many different forms so it is hard to generalize about their form and roles. However, although Dialogues often engage in constitutional issues, they generally do not produce final constitutions. The paper suggests that aspects of most constitution-making processes, such as a level procedural formality, greater technical expertise and, sometimes, greater formal legitimacy, explain why they and not dialogues are used for constitution-making. It also explores ways in which dialogue decisions may be followed up in a constitution-making process or by state institutions. It concludes with lessons for National Dialogues from constitution-making processes.

Observations and Reflections on the Negotiation and National Dialogue Process. Case Study on...

National Dialogue Handbook. Case Studies

This publication is one of six case studies – others include Libya, Mali, Nepal, Sudan, and Tunisia – that inform the Handbook’s findings. The overall aim of the project is to improve National Dialogues and enhance the capacities and contributions of conflict parties, local stakeholders and external actors towards their successful implementation.
