Our Publications

Through our public resources we provide manifold insights from our work. Our intention is to create mutually inspiring exchanges between academics, practitioners, teachers and trainers in the field of conflict transformation. Our Berghof Handbook for Conflict Transformation offers a distinct platform for international exchange and creative discussions. We also run several publication series: the Berghof Papers, Berghof Policy Briefs, as well as the Berghof Educational series. In addition, we also release multimedia materials and provide input papers, project reports and other resources, which we feel are useful to our partners in the field. Our resources can be purchased in our shop. Most publications are also available as free downloads.

From Power Mediation to Dialogue Support? Assessing the European Union's Capabilities for Multi-Track Diplomacy

Research Report

This paper presents results from the European Union Horizon 2020-funded project “Whole-of-Society Conflict Prevention and Peacebuilding”(WOSCAP). It is one of three cross-country comparative assessments of EU capabilities for conflict prevention and peacebuilding with regards to various thematic ‘clusters’ of external intervention. The other two comparative studies deal with EU support for security sector reform and decentralisation reform. The empirical contents are primarily based on field research carried out by local partner organisations in Mali, Yemen, Georgia and Ukraine. Basics of Dialogue Facilitation

This small booklet aims at providing some guidance, inspiration and practical tools for those who are engaged in the planning and facilitation of dialogue processes or who are advocating for dialogue as a means for solving conflict. Initially, the publication started out as a handout, sharing insights into setting up and conducting constructive dialogues around contentious issues specifically in contexts of violence-prone conflict. Norbert Ropers, together with numerous insider mediators and external experts, drew it together based on joint decades of experience in accompanying and facilitating such constructive conversations and negotiations. Its audience were first and foremost local practitioners. The "handout" subsequently met with great interest and has been translated into Arabic and in parts into Spanish and Thai. Among the wealth of works on dialogue facilitation and methodology, its simplicity and its focus on working in settings of political and sometimes violence-prone conflict settings have set it apart.

Grounded in a series of contemporary case studies, this Handbook aims to contribute to the nascent debate about National Dialogue, bringing together insights and expertise from diverse regions. In doing so,it seeks to present systematic reflections and offer practical advice. The Handbook thus supports conflict stake-holders and practitioners (both local and international) to grapple with the challenges they face and to pursue the most appropriate design for their particular context. Moving beyond simplistic approaches, the Handbook also seeks to provide an overview of National Dialogue processes, drawing from the expertise and practices of scholars and practitioners.

The peace education manual is the result of the cooperation between Berghof Foundation and the Tehran Peace Museum as part of the project “Promoting Peace Education in Iran”. It covers the main topics peace and peace education, violence and nonviolence, conflict and conflict transformation as well as global citizenship. Each section includes worksheets, ideas for the course conception and background material. The manual was specifically developed for Iran, but may also be used in other contexts as an introductory course to peace education.

Hitting the target but missing the point?

Assessing donor support for inclusive and legitimate politics in fragile societies

The International Dialogue on Peacebuilding and Statebuilding’s ‘New Deal for engagement in Fragile States’ (“New Deal”) of late 2011 promised an end to ‘business as usual’ with regard to development efforts in fragile environments. This report takes stock of the question of how bilateral and multilateral donors have conceptualized and implemented their commitment to promote ‘legitim ate and inclusive political settlements and conflict resolution’ (PSG1). On the basis of empirical evidence acquired through case studies in Afghanistan, Somalia, South Sudan and Timor-Leste, the report finds that, at best, donors work with an incomplete and inadequate understanding of the typically fragmented and highly contested politics of fragile societies beyond the formal representatives of their governments and administrations.

Die Berghof Foundation (Programm Friedenspädagogik und Globales Lernen) hat zum zweiten Mal ein pädagogisch-didaktisches Begleitmaterial erarbeitet und veröffentlicht: Friedensgutachten 2016 didaktisch. Das Friedensgutachten 2016 didaktisch setzt sich insbesondere mit den Themen Flucht(ursachen), Kleinwaffen-/Rüstungsexport, Schutzverantwortung (Responsibility to Protect) sowie Radikalisierung/“Islamischer Staat“ auseinander. Es wendet sich vor allem an Schulen (Sekundarstufe II) und macht diese brandaktuellen, gesellschaftlich kontrovers diskutierten Herausforderungen mit Texten, Fotos, Karikaturen und Arbeitshinweisen als didaktische Handreichung zugänglich. Die Broschüre entstand in Zusammenarbeit mit dem Institut für Friedensforschung und Sicherheitspolitik an der Universität Hamburg (IFSH) und wurde von der Freien und Hansestadt Hamburg, Behörde für Wissenschaft, Forschung und Gleichstellung gefördert.Es wird eine Schutzgebühr von 5,00€ erhoben.

“Undeclared Wars”– Exploring a Peacebuilding Approach to Armed Social Violence

In some countries, more civilians are being killed by armed gangs and criminal organisations than in traditional combat. Still, these pockets of armed social violence – "undeclared wars" marked, among other things, by criminal, gang and/or urban violence as well as extremist violence – have long received much less attention than politically motivated forms of armed conflicts. As their effects — social-political destabilisation, in some cases coinciding with high numbers of victims — are becoming more pressing, national and international actors have begun addressing the phenomenon.

In this 12th Berghof Handbook Dialogue, the authors of the lead article, Bernardo Arévalo de León and Ana Glenda Tager, argue that the inclusive and participatory methodologies offered by peacebuilding provide an operational strategy that would allow the international community to engage successfully with issues of armed social violence.Five sets of respondents explore the actors, factors and dynamics of violence in different settings (among them Colombia, the UK, Nigeria, Mexico, Myanmar and Guinea-Bissau). They debate issues as diverse as the inter-connectedness of political, social and private violence, the need to work closely with government agencies, civil society and agents of violence, as well as the merits of specific participatory methodologies. They discuss what peacebuilding and other initiatives have achieved, and where they have fallen short. The Dialoge is rounded out by an introduction by the editors and a "response to the respondents by the lead authors".

Samer Araabi’s and Leila Hilal’s innovative report focuses on one prominent framework for local mediation and de-escalation in Syria: local ceasefire negotiations. Based on research conducted between mid-2014 and March 2016, their report presents four in-depth cases of ceasefire negotiations that have taken place inside Syria since 2012. It explains the environment in which these negotiations occurred and offers observations on the obstacles and shortcomings they faced.

This guide offers a model and elaborates its recommendations for threatened human rights organisations and donor organisations on dealing with threat in an integrated manner. Grass-Roots Dialogue in Hirshabelle State: Recommendations for Locally-Informed Federalism in Somalia

This project report with recommendations has been informed by a project that the Berghof Foundation carried out in 2015-2016 in Hirshabelle State in Somalia entitled “Building Federalism through Local Government Dialogue”. One component of this project entailed the implementation of six separate Somali dialogue assemblies – Shirarka – all taking place over six days with approximately 60 participants. This report is a brief summary of the pertinent issues that were discussed at these six assemblies in relation to the federalization process, the role of local government in a federal system, and the urgent need for conflict resolution and reconciliation in Hirshabelle State.

The Youth Space of Dialogue and Mediation in Myanmar

Case Study Report

This paper is part of a broader exploratory study on the youth space of dialogue and mediation. Young people’s efforts in transforming conflict across the globe are abundant and are to some extent documented. In conflict research, however, there is a lack of reflection on the particularities of the youth approach and contribution to dialogue and mediation processes. In an attempt to offer some preliminary reflection, this paper explores the youth space of dialogue and mediation — its characteristics, dynamics, dimensions, challenges and potential — in the context of Myanmar. The overall study’s conceptual framework embodies a broad understanding of dialogue and mediation, in contrast with the otherwise narrow understanding of ‘official’, high level dialogue and mediation employed by diplomats and international mediators as ‘tools’ for ‘resolving’ conflict. The study analyses socially embedded processes of everyday conflict transformation and peacebuilding efforts by young people from the whole of society, and highlights those efforts that are dialogic and mediative — in terms of approaches and/or in creating the preconditions for further structured dialogue and mediation processes.

A contribution to UNITED NATIONS WORLD BANK FLAGSHIP STUDY

Contributing to the new World Bank’s Flagship Study "Pathways for Peace. Inclusive Approaches fo Preventing Violent Conflict", this research study sheds light on and draws lessons from cases wherein specific national and related sub-national capacities for the prevention of violent political and social conflict were developed and applied by key domestic actors in internally-led processes of conflict prevention. In doing so, the research has focused on countries where complementary external support was provided through NGOs or by governments primarily under the development assistance umbrella. Hence, insights and recommendations from this research may also feed back into the Joint UNDP-DPA Programme on Building National Capacities for Conflict Prevention. Transitional Security Arrangements: A Comparative Perspective

Security Dialogue Project - Background Paper

What can Cyprus learn from comparable cases? How have other settlements addressed security challenges, including the need for external guarantees and protection of human security? This paper draws on a range of settlements, but pays particular attention to other conflicts that include a de facto state or have been characterised by significant kin-state/patron-state involvement. Like the Cyprus conflict, these are at the extreme end of the spectrum of territorial solutions, which calls for creative solutions that fudge the issue of sovereignty. The paper finds a lack of examples of robust security guarantees being provided by a patron state, but there are examples of softer guarantees. The paper also considers other forms of guarantees that can supplement, or in some cases replace, external security guarantees. This includes the use of phases, built-in targets and conditions. The paper concludes by considering security within the state’s constituent units, in particular protections for local minorities.

Multi-Communal Security Force for United Cyprus

Security Dialogue Project - Background Paper

The purpose of this article is to present the concept of the ‘Multi-Communal Security Force’ (MCSF) and key considerations for future policy design on the issue in Cyprus. It is developed out of (1) a comparative analysis with other post-conflict societies – South Africa and Lebanon – who successfully shared military power by integrating former antagonist groups. It also builds on the author's reflections from previous (2) empirical research on militarism, masculinity and nationalism in Cyprus, (3) policy work for the Cyprus Ministry of Defense, and (4) for the Northern Ireland Human Rights Commission, as well as from (5) evaluation and assessment of the defence institutions of Cyprus with Transparency International.

Security Dialogue Project - Background Paper

In the 57 years since the inception of the Republic of Cyprus, only three Greek Cypriot women have so far had any kind of involvement and impact in the peace process, with the situation being worse as far as the Turkish Cypriot community is concerned, where the corresponding number is a feeble one. Putting aside the obvious moral argument, this paper emphasizes a utilitarian approach to the necessity of applying a gender lens onto peace and security in the case of Cyprus. It proposes that a new dialectic should infuse the ongoing security dialogue between the two communities, the guarantor states and the international mediation team – that of inclusive security. That approach, it is argued, could not only leed to better outcomes, but also improve the long-term sustainability and political effectiveness of such outcomes.

Multicultural and Secure Urban Areas: The Importance of Global and Local Connectedness

Nicosia was once a flourishing meeting point of cultures, ideas, art, and culture. It was home to many and the light of the Island. Yet urban diversity and the continued socio-cultural expansion have ignited pivotal questions regarding how best to manage diversity and plan urban growth, while developing community projects and government policies that ensure sustainable, harmonious, inclusive, and secure shared urban public spaces. This is particularly true for the Cyprus case, with Nicosia. Experts from social science, psychology, urban sociology, urban planning, architecture and a range of disparate fields have insights into the subjects of social cohesion / connectivity and the design of public spaces. These are informed by research. Users of such spaces also have insights. Innovative approaches when designing urban public spaces and managing diversity are necessary to foster social harmony within these re-created and shared spaces.

Federal Cyprus in the Context of Regional Security

Security Dialogue Project - Background Paper

The present paper seeks to examine the security aspect of a post-settlement Federal Cyprus. Among other things, the paper assesses the current external security environment of Cyprus in order to identify and prioritize certain security challenges, and analyses four security areas that may pose threats or challenges to the external relations or domestic stability of post-settlement Cyprus. It is argued that a secure and politically stable Federal Cyprus will first and foremost need a reliable political system with functioning decision-making mechanisms in order to pursue a coherent and effective foreign and security policy without crisis-producing deadlocks; the very political system will be its best “guarantor”. Lastly, targeted actions, a number of which are proposed, should be undertaken as soon as possible for the development of a federal security culture – i.e. convergence of communal interests and preferences – which will allow for joint strategic formulation and the development of a common sense of direction in the various policy areas of the federal state.
