Horn of Africa Dialogue

The Horn of Africa project aims at fostering political dialogue and regional cooperation between key actors of the Horn of Africa region on shared challenges, including violent conflicts in the region and issues such as migration and terrorism. In line with this objective the project works to establish a forum within which key players of the region agree to meet. This initiative is being implemented in close partnership with the African Union, in particular with the African Union High-Level Implementation Panel, and in close cooperation with the European Union.

Conflict Setting

A variety of conflict drivers come into play in the Horn of Africa region: Political repression, insecurity and increasing political tensions. The region’s instability can erupt into crisis at any moment with dramatic and far-reaching consequences for the region and beyond, as the Horn of Africa is home to the three largest groups of Sub-Saharan migrants to the European Union.

Partners

The project is carried out in close collaboration with the African Union High-Level Implementation Panel, which has been mandated by the African Union Peace and Security Council to develop a Horn of Africa dialogue. The initiative will also liaise with other key stakeholder, including the EU.

Funders

The project is funded by the German Federal Foreign Office.

The initiative centers on a series of dialogue forums that are unique in bringing together key stakeholder of the Horn of Africa region. To address the different degrees of tension between different actors in the region, the formats and group of participants will be adapted according to tropic and current situation in the region. Forums will be organized in Berlin, Khartoum and Nairobi. Moreover, intensive bilateral consultations will accompany and prepare the ground for the forums and define the boundaries of the discrete political dialogue. In support of the African Union, the project will support various big regional gathering with government officials from the region, organized by the African Union.
