4th Berghof Mediation Roundtable: The roles and experiences of regional organizations in mediation


On 12 April 2016 the Berghof Foundation organised its fourth Mediation Roundtable in Berlin on the topic "The roles and experiences of regional organizations in mediation - the African Union, the OSCE and the United Nations".

During the event, Members of the German Bundestag exchanged with high-ranking representatives of the different organizations. The Berghof Mediation Roundtable, taking place in the German Parliament, brought together 24 participants, and provided insights into the regionally adapted formats for mediation and mediation support, and in particular explored the added value and comparative advantage of such regional actors in the field of mediation. Their strengths and challenges were highlighted, and questions such as coordination and complementarity between these actors were explored. In addition, possibilities were discussed of how Germany could strengthen regional organisations in peace mediation work and find a mutually reinforcing division of labour.

Dr Admore Kambudzi, Director of the Peace and Security Department of the AU, as well Mr Abdul Mohammed, Chief of Staff of the AU High Level Implementation Panel (AUHIP), offered insights into concepts and approaches of mediation work in Africa, with illustrations from the case of Sudan. Ambassador Marcel Pesko, Director of the OSCE’s Conflict Prevention Centre, discussed the approaches of his organization and its mediation priorities during the German OSCE chairmanship 2016. Roxaneh Bazergan, Team Leader of the United Nations Mediation Support Unit, shed light on the UN’s strengths and opportunities, in particular from the point of view of coordination and cooperation with other regional organizations. The parliamentarians could furthermore exchange with Annett Günther, Director for Humanitarian Assistance, Crisis Prevention and Post-Conflict Peacebuilding at the Federal Foreign Office, and with other officials working on mediation and on the German OSCE Chairmanship 2016, in particular with regard to German support to regional organisations.

On 11 April 2016 the Berghof Foundation cooperated with the Center for International Peace Operations (ZIF) on a side-event with German civil society on the same topic, bringing together participants from German NGOs, academic institutions and think tanks that are leading in the field of mediation and mediation support.

These events took place in the context of the Berghof Mediation Roundtable series, which offers decision-makers and experts an informal platform to discuss topical challenges and innovations in the field of mediation and mediation support and develop policy recommendations.
