Meeting with EU High Representative for Foreign Affairs

Federica Mogherini, the European Union’s High Representative for Foreign Affairs and Security Policy and Vice President of the European Commission, addressed member organisations of the European Peace Building Platform EPLO at a Civil Society Dialogue Network event in Brussels on Friday 25 May, 2018.

The purpose of the meeting was to strengthen the involvement of civil society in EU external action and to advocate the continuation of the separate peacebuilding and conflict prevention financial instrument (IcSP) in the next EU Multiannual Financial Framework. 24 member organisations attended the event, 21 of them represented by their Executive Directors, including Professor Hans J. Giessmann for the Berghof Foundation.

The High Representative underscored that in an environment, which has become more instable and conflict-prone, more emphasis should focus on mediation, reconciliation and conflict prevention. A hard security approach cannot deliver peace but only an integrated and inclusive approach for which political priorities must dominate financial decisions.

She called upon the participants to draw more on the successful case stories of conflict prevention and conflict transformation, to create publicly positive narratives of nonviolent change, based on facts and experiences from civil society organisations’ work, in order to counterweigh the misleading promise of quick fixes being possible.
